5. Proficiency Based Learning & The Class of 2020
Spurred by the 2014 Vermont Educational Quality Standards and dovetailed with ACT 77, most school systems around the state have been engaged or deeply engaged in the work of proficiency based learning in the past several years. We have systems that are several years into successful implementation (with appropriate continuous improvement) and others systems that have merged recently or for other reasons are earlier on the continuum of implementation. As the class of 2020 began their first round of college admissions this fall, several news articles renewed typical concerns from some students and parents. Most of those concerns relate only to the common changes to grading and reporting that often accompany the shift to proficiency. Despite the many times and many ways that college admission offices have worked to reassure families (most recently Middlebury Admissions on VPR) of proficiency based transcripts and Marzano scaled grades as a "non-issue", it has been raised enough this fall for the VPA to decide to do a press release reminding readers of the basic tenets of the work and to go on record as continuing to be in full support of the work. You can use that press release in your work and/or the more community orientated versions of that press release as you would like.
